Civilians in the Zeitoun area of Gaza City were targeted with live gunfire on January 24 while they were attempting to receive humanitarian aid.
The incident is among the latest of Israel's systematic attacks on unarmed civilians.
The World Food Programme said on Tuesday that very little food aid had made it beyond southern Gaza since the start of Israel's relentless war on the coastal enclave, and pockets of Gaza remained at risk of famine.
